The passenger fee structure approved for the upcoming international operations at Navi Mumbai International Airport is drawing strong reactions from major Indian airlines, with carriers warning that higher airport charges could eventually make air travel more expensive for passengers.

The Airports Economic Regulatory Authority (AERA) has officially finalized the tariff structure for the Adani-led airport project after completing its review process on May 20, 2026. Under the approved rates, domestic passengers departing from the airport will pay a User Development Fee (UDF) of ₹620 during FY27, while arriving domestic passengers will be charged ₹270.

The finalized charges come after intervention by AERA, which reduced some of the fees initially proposed by the airport operator. Reports suggest that the airport operator had originally sought a higher domestic departure UDF of ₹742. However, the regulator capped the amount at ₹620 in an effort to balance infrastructure funding needs with passenger affordability.

For international travelers, AERA approved a departure UDF of ₹1,225, lower than the ₹1,467 reportedly proposed by the operator. The authority has also approved a 6% annual increase in passenger charges after the first year of operation. As a result, the domestic departure fee is expected to gradually rise and could reach nearly ₹738 by 2030.

Major Indian airlines, including IndiGo and Air India, have reportedly raised concerns over the high tariff structure during consultations with AERA. Airlines believe that such elevated airport charges may ultimately lead to higher ticket prices for passengers at a time when the aviation industry is already dealing with rising fuel costs and increasing operational expenses.

The approved fees at Navi Mumbai Airport are notably higher than charges at several existing airports across the country. Currently, Delhi Airport’s domestic departure UDF is around ₹129, while Mumbai Airport charges approximately ₹175 for domestic departures.

Airport operators, however, maintain that higher tariffs are necessary during the early years of operation to recover the massive investments made in developing large-scale aviation infrastructure. Navi Mumbai International Airport is one of India’s biggest greenfield airport projects and is expected to play a major role in easing congestion at Mumbai’s existing airport while improving regional and international connectivity.

Industry experts say newly developed airports often begin operations with elevated tariffs because operators must recover construction and financing costs. Over time, increasing passenger traffic and stable operations may help ease the financial burden and potentially stabilize airport charges.

The final tariff decision by AERA is expected to remain closely watched by airlines, airport operators, and travelers, as it may influence airfare trends and future airport pricing models across India’s rapidly expanding aviation sector.
